I'm going to look at an ak 47 wasr 10, and heard they have a problem with canted gas blocks. How do I tell?

I have heard that canted gas block is a somewhat common problem with the wasr 10's from Romania. I would like to check this when I go to look at the rifle, but have not been able to find a diagram of what part the gas block is, let alone how to check to see if it's canted. Is it something I can look at without dissembly externally, or would I have to take it down and look at something internally? Also, are these guns legal in NJ? I thought any AK variant was not, but someone told me it is if it has low capacity mags and the bayonet lug removed, and no flash hider / muzzle brake.
